Essay

The thesis is devoted to the theoretical and methodological basis for estimating and regulating the processing of formatting and use of human capital regions of Ukraine. As the result of analysis of the genesis of theoretical and methodological approaches to the study of economic category of "human capital", it is cleat that under this concept understood not simply a set of knowledge and skills held by a person from birth, but also the acquired stock of the above. Such stock promotes the growth of labour productivity and production as a separate company and the region as a whole; hence this stock should be used in any sphere of social activity. The essence of the concept of "human capital region" has also been made clear. The necessity of developing methodological approach to the human capital of the region, which is based on determining factors of micro and macro environment and of modelling their impact on the development and use of human capital in the regions of Ukraine, ensuring completeness, clarity and adequacy assessment. The key areas of modern concepts of social and economic development of the region are known, and suggest a logical sequence of development and implementation of the formation and development of human capital of the region in which proposed is organizational and economic mechanism for increasing employment in the region, based on the complex actions of regional authorities, regional enterprises and educational institutions and specific development of the area. Determined is the array of socio-economic measures to be implemented by relevant regulatory figures, and that will improve the functioning and use of human capital regions of Ukraine in the future.
