Object of research: the process of functioning of the social sphere of modern cities and ensure its sustainability in a changing paradigm of management, research objective: theoretical basis and development of conceptual approaches to create models of sustainable social development of modern cities in a changing paradigm of management, research methods: a systematic -situational approach, methods of structural, functional, system and comparative analysis, the method of abstraction and logic, program-target method, SWOT-analysis, methods of peer reviews, modeling, logical and theoretical analysis, theoretical and practical: The study of functional-typological approach to determine the nature of the social sphere, allowing us to determine its scope as a single play of a man who has three basic functions: simple reproduction or survival, adaptation and development, system factors to ensure sustainable development of the social sphere, which includes both general and specific areas of social factors, structural and logical framework of the social component of sustainable development at the city level, which is based on program-target approach with a focus on compliance with standards and quality of life standards "ideal city", the definition of the structure of the social sphere, which , unlike the existing ones, is considered according to different criteria: institutional, micro-and macroeconomic and provides a selection of national, regional and local levels of the economy, the system principles of optimization and social policy, supplemented by specific: targeting of social support, social standards, accessibility social services, social insurance and social security; methodological approaches to assessing social development of cities of Ukraine, which are based on the address approach dictates a different logic of selection of indicators, the system of indicators for sustainable social development of the city, which, unlike used in statistical practice, displays features of a particular item and consists of: a minimum set of relevant individual indicators of the level and quality of life, integral indicators (indicators) that fully reflect the qualitative changes of subsystems and a consolidated index (an index of sustainable development), development of public- private partnership in social and labor relations on the basis of any shortcoming of the current privileged-categorical approach in insurance, the degree of implementation: Department of Economics CHODA, CSTU, RVPS Ukraine National Academy of Sciences of Ukraine, Scope: management of the development of social sphere of modern cities.
