The study aims to improve legal mechanisms and institutional capacity building mechanisms in the framework of the European neighborhood policy on the basis of their application in other countries of the European neighborhood policy. The thesis studied the mechanisms of intergovernmental cooperation between European Union and Western newly independent states, the countries of Middle East, countries of Mediterranean Africa and Ukraine in the framework of the European neighborhood policy.
