In this work the doctrinal basis for determining the content of public activities of the NBU, as a form of public finance, the species and the specific procedure of banking, purpose, objectives, principles, functions and forms of public activity of the NBU, as a special type of financial activity. Clarify the features of the financial and legal status of the National Bank of Ukraine, as the subject of state regulation of the banking system and banking activities, defines its objectives, functions and powers. Analyze bank regulation as the main function of the central bank.
