Thesis is devoted to the analysis of principle of publicity and openness in the administrative proceeding of Ukraine. Historical periods of principle of publicity and openness in the Ukrainian proceeding were highlighted and characterized. Characteristic features of principle of publicity and openness in the administrative proceeding have been identified, as a result its concept was formulated, and its essence and meaning were disclosed. The place of principle of publicity and openness of administrative process were defined, its role in the system of principles of administrative proceeding were outlined. The content of principle of publicity and openness in the administrative proceeding were revealed by defining relevant elements.
