Essay

Mechanisms of public administration of social protection of vulnerable groups at the regional level. To substantiate the theoretical basis for the development of adaptation mechanisms of state control in the sphere of social protection of vulnerable groups to the terms of regional specificity and economic situation, develop a method of social certification vulnerable populations and suggest methods of developing programs of social protection at the regional level, taking into account the economic situation, offer structural functional algorithm for state management of social protection of the population. Methods of study are: logical method, system approach, functional and structural analysis, comparative and statistical analysis, survey, factor analysis. The proposed structure-function algorithm for state management of social protection of the population, including defined components, lines, principles and mechanisms of governance, given the author's definition of "social mechanism" in the system of public administration mechanisms. The method of social certification of vulnerable groups, the method of development of social protection programs, taking into account the economic situation and regional peculiarities. The results introduced in Kryzhopolsky District State Administration Vinnytsia oblast Department of Labour and Social Welfare Vinnytsia Regional State Administration Department of Labor and Social Protection of Khmelnytsky Oblast State Administration, Department of Labor and Social Protection of Mykolayiv Regional State Administration.
