Thesis deals with the legal nature of the contractual relationship in financial regulation. Analyzed the feasibility and possibility of contractual relations in the movement of public finance. Substantiates the lack of common to all individual legal financial agreements characteristics that distinguish and can be legislated, because each type of contract, depending on the stage of public finance, has its own characteristic. The conclusion about the application of conditionality contract construction stages of the movement of public funds, which combines a contractual regulation during the formation, distribution and use of public funds of funds and inability to use agreements under the control of the movement of public finance.
