Dissertation work is devoted to development of theoretical and methodical bases and practical recommendations for the development and implementation of intellectual potential of innovation active enterprises. The economic nature of the intellectual potential of innovation active enterprises was studied. The classification of intellectual potential was developed. The process of transformation information into intellectual capital was disclosed, as well as substantiated interrelation of the "intellectual capital", "intellectual potential", "innovative potential". The influence of external and internal environment factors on the formation and functioning of innovation active enterprises was developed and established the impact of these factors on intellectual potential. The classification of innovation active enterprises was discovered. Scientific and methodological basis of assessment of intellectual capacity and effectiveness of its implementation were generalized. The retrospective analysis of the innovation system of Ukraine was conducted and formed a system of indicators that have a significant impact on the development of intellectual potential. Based on examination of the national innovation system were selected the regions of the highest intellectual potential. The conceptual framework of diagnosis of the intellectual potential of innovation active enterprises were proposed. The phased process of managing intellectual potential was developed. The composite index of intellectual potential, which allows enabling to assess the intellectual potential in monetary terms, as well as changes in the dynamics of its components was proposed. The economical-mathematic model of diversification of intellectual potential by engaging intellectual property, including embodied in innovative products was found out. The analysis of state regulation and promoting the effective use of intellectual potential was discovered. The phased plan of reorganization of the economy through the use of intellectual potential was formulated. The role of infrastructure was specified and proposed approaches for the promotion of innovative activity in Ukraine. The strategic direction of intellectualization was summarized and the main priority areas of development were analysed.
