Revealed and improved approaches to the definition of the economic essence of local budgets as the component in the system of budget regulation. Developed structural and functional mode of functionin of inter - budget relations in the system of budget regulation. The local budgets were prognosed of according to purposed methodological bases which are grounded on corresponding indices of local government budgets' revenues and expenditures taking into account tendencies of social and economic development of administrative and territorial units, correlation of specific weight of revenue and expenditure parts of local budgets in the combined budget and gross inner output. Improved methodological bases of delimitation and consolidation of revenue and expenditure authoritias between levels of state budget system. Discovered peculiarities of formation of home system of budget mechanism of revenue formation, revealed tendencies and cleared up the role of local budgets' expenditures as financial securing of local self-government institutions' functions. Generalized and systematized the experience of local budgets' formation in the countries with developed and transitional economy. Determined perspective directions of the development of local budgets' system coming out from the priorities of the state financial policy and stratege of the country's social and economic development.
