Radchenko Y. Institutional mechanisms for implementation of new forms of intellectual property in the post-industrial economy

The object of study is the institutional mechanisms for implementation (including production and distribution aspects) of new forms of intellectual property. The aim of work is to define of the institutional nature and mechanisms of production and distribution of intellectual property goods (“products-objects of intellectual property”) in the post-industrial economy, to offer of methodological and practical recommendations for development and effective implementation of relevant innovative programs. Scientific methods: inductive-deductive, historical, economic, statistical, system and structural, constructive and calculate, experimental, simulation, program-target. Performing thesis solves scientific tasks of improving of institutional mechanisms for implementation of new forms of intellectual property in the new economy, modernize principles of development of national target programs in IT sphere, optimize funds and budgetary expenses within this programs. Novelty: the concept of separation of assets and goods on post-industrial market as "real - convergent – intellectual"; the concept of "convergence goods"; the characteristic of converged and intellectual goods as "complex" and "composite" according to their internal structure; the mechanisms of production and reproduction of goods - intellectual property objects. In dissertation the nature of the negative externalities and internalities during production and market distribution of intellectual property objects are investigated; the mechanisms of over-profit and “black market” in IT sphere are shown. In the dissertation the theory of the organizational structure of the firm is improved, and the principles of organizing of market objects according to the method of their production are shown. The noosphere theory in part of their structure is expanded (the concept of "Information and Transport Noosphere Layer" is offered), the principles of assessing of network productive capacity is presented. The approach to determining of distribution channels and the calculation of product sales for intellectual property goods by identifying them as “complex” or “composite” provided; the new guidelines for a public-purpose programs in the innovation sphere are presented. The study is implemented in several state institutions with positive economic effect. Area of application: production of intellectual property, including information and communication technologies.
