The thesis is devoted to the complex analysis of the control over the bodies of executive power as for the observance of the budget legislation of Ukraine. The organizational and legal backgrounds of this control have been studied. The forms and controlling powers of the organs named above have been investigated; the activities of the General Accountants Office, Ministry of Finance, State Treasury, State Auditors Office of Ukraine, local bodies of state administration have been taken as the examples. The level of existing scientific research of the problem has been characterized, the concept of the budget control, its essence, goal, objects, meaning, principles, kinds, methods, regulatory-legal backgrounds and organizational structure has been formulated. The legal backgrounds of the activity of the subjects of the general and specialized budget control in Ukraine have been found out. The peculiarities of the organization of the outer and inner budget control have been defined. The proposals as for the improvement of the existing legislation in the sphere of the budget control in Ukraine have been formulated.
