3. The object of study is the process of formation, implementation and management of innovative activity of industrial enterprises in the region. The main goal is the design, study and optimization of theoretical and methodological regulations, and practical recommendations for organizational and economic providing of industrial enterprises innovative development. The author has used techniques of system, functional, statistical, multivariate and system-structural analysis, comparison, economic and mathematical modeling and prognosis. The theoretical significance lies in the study of etymological and historical roots of the concept of innovation, patterns and evolution of basic concepts related to innovation and improvement methods of effective guidelines selection of innovation activity and production system transformation, the essence of which is in the use of modeling and forecasting of industrial enterprises innovative development and construction of complex innovative programs. Scientific novelty is the technique of working of target complex innovative programs, which includes the evaluation and selection of scientific problems for program solutions, analysis of market conditions, formation of complex targets, development of preliminary and detailed project applications, defining organizational and economic mechanism of formation and realization of scientific target programs. The subject of research is legislative, methodological support of organizational and economic mechanism of management and promotion of innovative industrial activities in unstable economy. The sphere of the use of authorial recommendations are national industrial enterprises, the industry as a whole.
