Kalugin O. The organizational and legal bases providing of information and communication technologies in the agricultural sector in terms of information society development in Ukraine

The thesis is devoted to the study of theoretical, methodological, administrative and legal, informational and legal, organizational bases of the introduction the information and communication technologies (ICT) into the agricultural sector in terms of information society development in Ukraine. The problem of innovation development the agrarian sector of Ukraine's economy in the organic connection with the improvement of institutional and legal bases of public administration in the agriculture sector and social development of the Ukrainian village has been studied. The model of organizational and legal framework of introduction ICT in the agricultural sector has been suggested; its components - organizational, institutional, legal and information support have been identified and comprehensively investigated. The concept of the definition subjects of the introduction ICT into the agricultural sector has been justified, its legal and administrative powers have been clarified and the institutional bases of improving their activity have been proposed. The criteria of the formation the legal support of introduction ICT into the agricultural sector has been curtained; the scientific incorporation of proper acts of the administrative, informational, agricultural and land legislation has been allowed. The suggestions of the improving the administrative and legal, information and legal regulation of social relations, which emerging during the implementation of ICT into the agricultural sector in terms of information society development, have been formulated.
