Romanenko V. Non-tariff regulation of transfer of goods across the customs border of Ukraine: legal and administrative frameworks. - On the right for a manuscript.

This thesis work is the first in Ukraine specialized monographic study of legal and administrative frameworks of non-tariff regulation of transfer of goods across the customs border of Ukraine and contains an analysis of theoretical approaches to the definition of the concepts of non-tariff regulation, as well as the "non-tariff measures of foreign economic activity" legislative definition. There is supported a point of view that the legal basis for customs and tariff regulation makes financial and legal norms, rather than administrative and legal principles are fundamental for non-tariff regulation. The absence of a unified approach to the classification of methods of regulating cross-border transfer of goods exacerbates difficulties that arise throughout customs control, because there is no synonymous characteristic of applied measures in terms of its impact on the subjects (participants of foreign economic activity) and objects (goods and vehicles, transferred across the customs border) of corresponding social relations. There are studied up-to-date legal and administrative bases of application of economic, administrative and technical methods that influence on transfer of goods across the customs border.
