The theoretical basis is developed of providing the qualified personnel the machine building by clarifying the conceptual-categorical apparatus and determination of the basic definitions of the studied areas. The new methodological approaches to the implementation of qualified personnel providing are proposed, which are based on the provisions of the human capital theory. The state and trends of Zaporozhye region machine building sector are characterized in conjunction with a change of staffing needs of the industry. Author shows in the work that even at the stage of gradual growth in 2005 - 2007 years the number of employees decreased, which necessitated a detailed study of the situation at the main machine building enterprises.
