Ibragimkhalilova T. The strategy of formation transport and logistics clusters of innovative type

The object of study is the process of improving the national economy transport and logistic systems competitiveness. Objective - theoretical positions development, methodological principles and practical recommendations on the strategy formation in Ukraine transportation and logistics cluster innovation type with a focus on improving both the efficiency of the national transport and logistics system and competitiveness of the national economy in general. Methods - systems theory, cluster and innovative approaches, structural and logical analysis and synthesis, statistical and analytical methods, grouping, comparisons and peer reviews, a method for constructing a tree problems and objectives, methods of marketing and sociological research, multiobjective optimization, and cognitive modeling, economic and mathematical modeling. The practical significance of the results is that the theoretical statements and conclusions are methodological framework conditions for innovative transport and logistics infrastructure in Ukraine and to achieve a fundamentally new quality of effective collaboration between business, government and education, to ensure synergy of their activities, which in turn will increase the competitiveness of the national economy. Scientific novelty of the results is to use innovation and cluster approaches to the strategy formation transport and logistics system in Ukraine and rationale prioritization strategy educational cluster initiatives. Improved economic substance interpretation of the term "logistics system", defining the essence of transport and logistics cluster conceptual approach to the development and success of TLC. Further developed strategy cluster initiatives forming TLC, the concept of successful development of cluster structures; mechanism to ensure effective partnership relationships between the structural elements TLK, TLK mechanism for effective functioning.
