The dissertation investigates the administrative and legal regimes in the theory of administrative law and practice of law enforcement. Retrospective review of origin and development of administrative and legal regimes in the science of administrative law and practice of law enforcement is carried out. Separately, the concepts, nature and characteristics of special administrative and legal regimes i in administrative laware researched. The reasons to use state of emergency and martial lawregimes are grounded. There are determined the place and role of law enforcement agencies to provide administrative and legal regimes and to find optimal directions of improvement of legislation on administrative and legal regimes
