The object of study: management processes in theoretical and methodological approaches of reform and restructuring of the railway transport of Ukraine. Objective: research goal is to establish the theoretical and conceptual framework to improve the current management structure required for the formation and implementation of the program of Railway Transport of Ukraine in the context of improving the economy of the national economy. Methods: modeling, comparative economic analysis, expert assessments, formalized, systematic approach, multivariate prediction, empirical research, logic modeling, programming, graphical method, etc. Results novelty: theoretical foundations and a new ownership in the context of current trends and the implementation of reforms, proposals for real change in the ownership of the state monopoly of individual enterprises to improve the efficiency of the railways of Ukraine, the theoretical approaches to the social and economic positioning of the model in aspect of the reform of the governance structure based on the proposed radically new interpretation of the policy of state monopoly of railway Transport of Ukraine, developed a model of determination and combining overlapping functions in the existing management structure..
