Theoretical approaches to understanding the financing of state social guaranties at regional level were specified in the dissertation. The world experience in financing of state social guaranties was considered and possibilities for using them at the native practice of social securing were determined. Forms and methods of financing of state social guaranties at regional level were shown. The features of the formation and development of the system of financing of state social guaranties at regional level in Ukraine were identified. The practical application of social standards and norms state social guaranties were studied. The classification of forms of financing of state social guaranties at regional level in Ukraine was designed. Directions of enhance of financing state social guaranties at regional level were identified. The study showed expediency diversification of sources of financing state social guaranties at regional level. Directions of development of а legal regulation of financing of state social guaranties at regional level were proposed.
