Tanasiychuk O. Responsibility for Administrative Crimes in the Sphere of the State Boundary Guarding.

The dissertation is devoted to the research of theoretical, legal and organizational problems of realization of administrative responsibility measures for offence in the field of state boundary guarding. The description of the state policy in the sphere of providing of state boundaries and frontier mode is given, as well as the activity of the special state bodies on providing of the frontier mode is presented. The modern state of the frontier mode is investigated and the basic directions of the state activity in the sphere of the inviolability are determined, also the jurisdiction of the special state bodies of Ukraine in the state boundaries providing is defined, the question of the efficient improving of the activity of frontier and custom services of Ukraine, Belarus, Moldova, Russian Federation is illuminated. The legal nature of administrative crime as the only founding of administrative responsibility is investigated. The typical properties of the legal administrative corpus delicti in the field of state boundary guarding are pointed. The question concerning the place of the administrative responsibility in the mechanism of combatting illegal crossing of state boundary is examined. The necessity of the stage-by-stage codification on separate spheres and institutes of the migratory-legal adjusting, and the expediency of input of the new type of administrative penalty - prohibition to the person of further entrance to Ukraine - are grounded.
