Zadoya I. Administrative and legal foundations of the realization of the access right to the state service

The dissertation is dedicated to the complex research on Administrative Law basis of the state service right realization. In these theses the historiography of scientific research of the access to the state service was discussed. This dissertation clearly identifies all the historical periods of the access to the state service throughout centuries. The outcome of such detailed research is that the features of all the periods were identified and described. Another important aspect, which was defined, is the measures of the realization of the right to access to the state service. This dissertation shows a correlation between the right to the state service and the right of access to it and such a comparison makes clear common and distinguishing features between them.
