The thesis is based on the usage of scientific sources of home and foreign scientists, studying the court and investigative practices, summarizing survey data is made a comprehensive analysis of the content of the principle of legality in criminal procedural actions of the police. It is proposed classification of legal principles to ensure the correct application of law. It is defined the social and political and legal significance of the rule of law. It is developed the mechanism of criminal proceedings in a simplified form of small crimes and moderate. It is proposed a mechanism of prosecutors complaints' consider about the actions and decisions of the inquiry agency.
