The thesis is devoted to studying the issues of guaranteeing procedural rights of a suspect and accused by internal affairs agencies of Ukraine. The system of measures guaranteeing human rights is viewed and determined in stages, considering the sequence of criminal proceedings' motion: while informing the individual about the suspicion and detention under the suspicion of committing a criminal offense; while implementing preventive measures; while conducting investigative (search) actions and secret investigative (search) actions; while finishing pre-trial investigation.
