Dissertation is devoted a theoretical comprehension and complex decision of problems of the normative and organizational providing of state control after the access mode to the opened information. A concept and types of the opened information, concept of the access mode, is in-process considered to the opened information as object of state control. A concept and system of administrative facilities of state control is exposed after inhibition of the access mode to the opened information.
