Subject: process of development of tourist activity in Ukraine. Purpose: development of theoretical and methodological basis as well as organizational activities in the area of improvement of the State regulation of tourist activity development in Ukraine from the point of cluster approach. Methods: abstract-logical method, methods of analysis and synthesis, induction and deduction methods, generalization and comparison methods, factor and cluster analysis, graphic and analytical methods. It is offered: first: methodological instruments of assessment of tourist attractiveness for the regions of Ukraine are developed based on the methods of multidimensional statistical analysis; it is improved: theoretical basement for research and study of tourist activity on the stage of its development; systematization of models of the State regulation of tourist activity based on the studies of the best practices in implementation of complex instruments of direct and indirect impact and instruments of favorable environment for the development of tourist activity as well. gathered subsequent development: elaboration of specific characteristics of recreational and tourist activities in the context of civilization approach; conceptual and categorical basis for research and study of tourist activity; classification of the instruments of the State regulation of tourist activity; organizational and methodological activities of improvement of the State regulation of tourist activity in the area of formation of tourist cluster in the aim of stimulation of the development of the regions with the highest level of tourist attractiveness.
