Popadiuk N. Mechanisms of State-administrative Elite Formation: National and Foreign Experience

The dissertation research is the first scientific paper in Ukraine in which the issue of mechanisms of state-administrative elite formation has been the subject of a special comprehensive study in the field of state administration science. Investigation of the mechanisms of state-administrative elite formation as the subject of a separate complex theoretical and methodological analysis allowed to develop a conceptual study of optimal ways for implementation of the mechanisms of state-administrative elite formation, being approbated by modern Western administrative practices, including: enhancement the legal framework for a new generation of public administration elite selection and training, provision of socio-economic and political conditions for the "social elevator" principles implementation, improvement of the system of state administrative personnel selection through establishment of the Personnel Selection Unique Center with its Regional Departments on the basis of the National Agency of Ukraine on Civil Service. This Center is aimed on selecting candidates to fill the positions of civil officers at all levels using modern technologies; the ways of democratic values formation as a basis for education of the citizen-leader for a democratic society have been identified.
