Getalo N. Economic mechanisms of stimulation of energy-savings on the enterprises of housing and communal services

The purpose of the thesis is a theoretical ground and development of scientific and methodical propositions for forming of the system of economic mechanisms aimed at a stimulation of introduction of energy-savings projects on the enterprises of housing and communal services. The object of investigation: a process of forming of the system of economic mechanisms of stimulation of energy-savings on the enterprises of housing and communal services. The subject of investigation: scientific and methodical principles, methods and problems of functioning of economic mechanisms of stimulation of energy-savings on the enterprises of housing and communal services. The methods of investigation: methods of cross-correlation and regressive analysis, analysis of variance, methods of expert estimations, economic and mathematical modeling. Classification of external and internal factors that cause unsatisfactory condition of energy-savings on the enterprises of housing and communal services is improved. The methodical approaches to energy-savings potential estimating based upon use of electronic facilities of inspection of operating and maintenance state of energy consumption objects are improved. The methods of calculating of economic efficiency of investment projects with finding out of influence of their realization on improvement of operating results of enterprises of housing and communal services are more developed. The methods of setting of norms of fuel and energy consumption are improved by realization of computer procedures of multivariable regressive models. The mechanism of the use of intangible assets is more developed as a tool of expansion of energy-savings processes. The mechanism of activation of investment process of power equipment modernization on the enterprises of housing and communal services is improved within framework of the "Regulatory Asset Base". Conceptual principles of creation and definition of functions of responsibility centers for energy-savings with the purpose of integration of stimulating energy-savings mechanisms are formed. Obtained results are introduced in practical activity of communal enterprises of Kharkov, in education process of Kharkov National Academy of Municipal Economy.
