The dissertation is devoted to the research of administrative and legal status of state recorder. The study of historical development of state registration institute outlined the basic stages of state recorder institute formation. State recorder is represented as a public servant, subject that renders administrative services and a subject of registration realization. Besides it basic signs, inherent to the last are represented in the dissertation. The concept of administrative and legal status of state recorder is determinate and the constituent elements (rights, duties, responsibility) are described.
