Kruk V. The investment potential of local budgets

The complex research of theoretical and practical aspects of the formation as well as effective implementation of local budget potential is conducted. The relationship between state investment policy, investment strategy of the territory and investment potential of local budgets is revealed. The instruments of the income part of local budgets and their role in the implementation of investment potential are studied. Quantitative factors of the influence of the local budget funds on investment financing in fixed assets on the basis of correlative-regressive models are assessed. Proposals to the strengthening and stabilization of local authority income base by means of the facilitation of the local bond issue are substantiated. Conditions for the increased accumulation of the volume of own source inflows to the local budgets, an investment component increase in the revenues of local budgets are outlined. The ways of the improvement of the mechanism of municipal loan management as well as the improvement of financial provision of budget investments are provided.
