Object - socio-economic processes between the state as a constitutional guarantee of social protection of the poor and rail traffic as a contractor for the public social. The purpose - is the formation of the theoretical foundations and practical measures for socio-economic organization of preferential transport and travel of certain categories of privileged groups in railway transport of Ukraine. Methods - analysis and synthesis, dialectical, comparative analysis, the method of analogy, logical and analytical generalizations, regression analysis and correlation modeling, methods of comparison and abstraction; experimental. Results - Advanced: the theoretical basis for the formation of preferential categories of contingent Railroad passenger trains, principles and approaches to the delivery of benefits relevant categories of citizens through the implementation of the order granting relief on the treatment, taking into account the income of each, the accounting system of privileged categories of citizens to rail transport through the introduction of the Unified State Register on rail transport; methodical approach to the definition of the standard cost for a limited amount of travel for the privileged categories of citizens, the procedure of clearing settlements for preferential passenger transport between the railway and the state; approaches for compensation for the transportation of privileged contingent Ukrainian railways. Was further developed: the definition of the terms "passenger rail transportation" and "preferential passenger rail transportation". Introduced - at the enterprises of railway transport. Branch - the activity enterprises railway transportation.
