Essay

For the first time in historiography on the basis of a wide range of historical sources a comprehensive research of the socio-economic development of Mykolayiv and Odesa regions of Ukrainian SSR and Moldavian SSR in the period of 1985 - 1991 has been carried out in the thesis. The process of the regional reformation as well as the development of industry, agriculture and the social sphere within the growing crisis in the USSR has been studied. The influence of the Communist Party and the Soviet government reformist policies on the socio-economic life of the Moldovan and Ukrainian peoples has been revealed. The mechanism of implementation in Mykolayiv and Odesa regions of Ukrainian SSR and Moldavian SSR of the communist Soviet regime regulations adopted at the federal level has been investigated. The specifics of the regional economic and social development in the Ukrainian SSR and in the MSSR have been found out. The relationship of adoption and implementation of the Soviet government socio-economic policy in reference to center - region has been analyzed.
