Essay

The object is the process of financial support of local governments. A purpose is to deepen the theoretical foundations of their own financial security and delegated powers of local government in the context of international experience and Ukrainian realities and develop science-based proposals on the key areas of improvement. The methods are induction and deduction, formalization, scientific abstractions, logical and historical approach, analysis and synthesis, tracking, grouping, comparison, classification, sampling, synthesis, extrapolation ascent from the abstract to the concrete and from concrete to abstract, formal-logical methods. Results – The theoretical position, practical research and propose evidence-based suggestions for improving the financial security of their own and delegated powers of local government. Novelty – the first time: reasonably concept of "financial support of the powers of local self-government"; improved: a system of principles of financial support of the powers of local government financial support mechanism for local governments; formula allocation of intergovernmental transfers; had received further development: study the model of local government in Ukraine, their approaches to the definition laid down and regulating local budget revenues, budget expenditure classification. Introduced in the activities of the financial management of Ternopil regional Administration, Financial Management Khmelnytsky egion Administration, General Office of the State Treasury of Ukraine in Ternopil egion, the learning process Ternopil National Economic University.
