Dyhovna O. Regulation on local loans in Ukraine.

The dissertation deals with the disclosure of the nature and clarifies the legal core of local borrowings, the definition of its basic characteristics and formulation of the definition of this category, the development of scientifically sound conclusions and suggestions for improvement of the current budget legislation in this area. The place of the rules governing social relations in the local borrowings in the legal system of Ukraine is determined. The paper covers historical aspects of formation of the institute of local borrowings and experience of foreign countries concerning the legal regulation of local borrowings, which serves as the basis for formulation of proposals to improve the current legislation of Ukraine. The work analyzes the mechanism of regulation of local borrowings in Ukraine, including the features of state control in the sphere of local borrowings.
