The author revealed a high degree of GDP dependence on investment in telecommunications taking into account the time lag of 3 years. On top of that the author improved a state approach to the Ukrainian telecommunications system planning which resulted in working out of a draft Conception of Telecommunications Development in Ukraine for the period till 2018.
