The thesis is devoted to the study of meaning and particularities of proceedings in the cases of appeals filed against decisions, actions or inactions of bodies and officials, which is regarded as a variety of legal proceeding conducted by the administrative court. Historical phases of development of proceedings in the cases of appeals filed against decisions, actions or inactions of bodies and officials of local self-governance were characterized. The subject of appeal in the cases of appeals filed against decisions, actions or inactions of bodies and officials of local self-governance was outlined, being limited to acts, actions or inactions of bodies and officials of local self-governance.
