Essay

The dissertation is devoted to the development of new efficient organizational and economic investment mechanisms of the enterprises of a building complex socially-oriented energy efficient reconstruction of residential buildings with the involvement of local authorities as a full valued participant on the conditions of state-private partnership. Proposed organizational-economic mechanism ensure faster payback of energy saving projects through the sale of residential premises, built on during the reconstruction of buildings, which makes them more attractive for private investors. The share of built on premises sell with special discounted prices to socially vulnerable layers of population in the framework of separate social program. Large-scale implementation of the developed mechanism will not only increase the energy efficiency of Ukrainian cities, but also improve the social climate and local community's quality of life by increasing the supply of housing in economically accessible segment, the decline prices on real estate and content part of the demand on housing for the socially impressionable part of population. Application developed in the dissertation economic-mathematical models help to increase economic efficiency realization of energy-efficient projects in housing sector. Thanks to the creation of an empirical basis for making management decisions it becomes possible to provide the reliability of the planning and implementation of the investment energy efficiency projects, the direct management of current activities of energy service companies, identification and maximization of social effect
