The analyze of economical state has been made and the problems of the engineering enterprises have been discovered, and the conception of management of innovative development of the enterprise and its specific principles has been offered. The classification of elements of the system of flexibility of the enterprise is offered which is build in accordance with the functional measures and the existing processes in manufacturing. The conceptual basis of measuring of flexibility of the development of the enterprise are designed and on this base the requirements, measures and the indicators, allowing to see the existing level and the reasons of changing of the flexibility, the level of accordance of the flexibility of innovative development of the enterprise to the requirements of the market. The evaluation of the flexibility of the innovative development of the enterprise is offered on the base of complex indicator of flexibility. For the evaluation of the flexibility of the innovative development of the enterprise the monitoring has been held. The procedure of evaluation of conformity of the flexibility of innovative development of the enterprise to the market conjuncture is offered and proved. The organizational mechanism of segmentation of the staff with using of the scale of risks is developed. The methodical positions on evaluation of ability of the enterprise for the flexible development are offered and they allow to evaluate the risk of possible cooperation with the business partners. The methodic approach to the organization of the flexible systems of planning is offered. The practical recommendations on the evaluation of flexibility of the innovative development of the enterprise are designed and they have been approved on the engineering enterprises of the Lugansk region.
