The Object a economic measures of state regulation and control the process of reforming the railway transport of Ukraine. Aim a development of science-based approaches to improve the efficiency of railway transport of Ukraine by carrying out reforms including state-wide approach. Methods: logical, situational, systematic and structural, systematic and comparative analysis, index, integral, expert assessments, mathematical modeling, forecasting. Scientific novelty: proposed a set of strategies for the development and selection of the reference strategy developed on the basis of the original matrix of conditions , limitations, and ways to influence the factors of increasing the efficiency of the railway transport of Ukraine , the system of the factors that significantly affect the efficiency of the railway transport of Ukraine and determine the need to improve the existing mechanisms of state regulation economic processes in terms of reforming the sector; established differences in the development of the railways of the world and Ukraine , the differentiated approach to improve the management , planning and government regulation of the organizational - economic mechanism of rail transport in the present conditions , guidance on accounting for the influence of the competitive environment on the basis of the transport market prioritization of development on the grounds of the magnitude of the introduction of innovative and investment activity. Use sphere in practice of increase of overall performance of a railway transportation of Ukraine.
