Skorobagatko M. Administrative and Legal Regulation of the Management of the Expert and Criminalistics Service of the Organs of Internal Affairs in Ukraine

Thesis is devoted to the research of the activities of expert and criminalistics subdivisions by the methods of administrative law through the prism of a mechanism of an administrative and legal regulation. On the basis of study and analysis of scientific achievements several periods of creation and development of the modern expert and criminalistics service of the organs of internal affairs of Ukraine as well as the concept categories of forensic and expert activities and expert and criminalistics activities of the organs of internal affairs are defined; features of the management of the Expert Service on the modern stage of the Ukrainian Organs of Internal Affairs reformation are revealed. It is proved that such elements as norms of right, acts of realization of norms of right and duties, legal relations, legal facts, legal culture and legal consciousness, acts of interpretation of norms of right compose the mechanism of the administrative and legal regulation of the Expert and Criminalistics Service of the Ukrainian Organs of Internal Affairs management. Their concepts are defined, classifications are offered, features are revealed taking into account the specific character of the expert and criminalistics subdivisions functioning. The content of the stages of the mechanism of the administrative regulation of the management of the Expert and Criminalistics Service of the Ukrainian Organs of Internal Affairs is distinguished and revealed.
