There is made a complex characteristic of the organizational-legal bases of the administrative-legal status of refugees and its elements: refugees' rights and freedoms, refugees' duties and responsibility, guarantees of observance refugees' rights and freedoms in the thesis. There are researched legal bases of the administrative-legal status of refugees taking into account international-legal standards, there is also made a periodization of the development of the Ukrainian legislation on refugees.
