Essay

Theoretical and methodical principles of forming and implementing the state innovation priorities for countries with emerging markets are summarized. The thesis suggests the methodical approach to forming and implementing such priorities based on I. Makarenko's model of identifying innovative niches and using the method of regional advantages. Its implementation is demonstrated analyzing the Ukrainian pharmaceutical industry. Two theoretical models of regional innovation system are suggested as the institutional mechanism for the realization of the state innovation priorities: the general, for countries with emerging markets, and the industrial - for pharmaceutical industry.
