The research object is electronic processing of raster documents and the process of their transfer to the local and global networks. The research goal is developing a scientific basis for vectorization of the raster documents, and information technology to create an automated processing of raster electronic documents in order to ensure the functionality of digital libraries, archives, and improving the quality of distance education using the method of defining the information layers of symbols, business graphics, and full-color images, their processing and transmission. Methods of research - the theory of approximation, the theory of signal processing and coding, evolutionary algorithms, programming technology. The thesis is dedicated to the methods of complex electronic raster document processing that improve quality of the data compression and make information distribution more controllable. The main idea is to divide electronic raster document into the information layers: symbols layer, "business graphics" layer, images layer and background. The independent method of the processing and compression is used for each layer. The symbols layer is localized using Lloyd-Max quantization, for its compression the method of clusterization based on the Lloyd-Max quantization and Karhunen-Loeve transformation is used. Processing and compression of the "business graphics" layer is based on the methods of localization not exact lines and methods of the lines approximation using straight line, broken line and improved Beze spline that equals to interpolation parabolic spline with minimal defect. The colors in images layer are processing and compressed with colorization method based on the distribution of the bacteria populations. The software "AllDocument" with client-server design was developed to make possible remote interaction with electronic raster documents.
