The object is Western political thought of the ХІХth - early ХХth century. The aim is to study the specific of the discourse of local authorities in Western political thought of the ХІХth - early ХХth century. The methods are principles of objectivism, system and determinism, historical-comparative, comparativistic, chronological. The research state of the problem and its methodology are defined. The prerequisites of the discourse of local government in Western political thought in the early nineteenth century are found. The essence of the concepts of free community and Communities in Western political thought in the ХІХth - early ХХth century is grounded. The development of statist conception of local government in Western political thought of the late nineteenth century is described. The influence of the discourse of local municipal authorities on the formation of political thought in Western Europe in the second half of the nineteenth century is defined. The recommendations for areas of further study of this issue and the use of research results at the application level are suggested. Application spheres are local level of government, the local self-government and training courses.
