Processes and relations in the field of management by the resources of budget of large industrial region on the basis of programmatic-having a special purpose method are a research object. Research methods: induction, deduction, analysis, synthesis, methods of mathematical design, graphic method. Results: conception of forming of mechanism of management by the resources of budget of large industrial region, methodical approach to development of the budgetary program on the basis of determination of stages and development of algorithm of the budgetary programing, methodical approach to estimation of efficiency of realization of the budgetary program, methodical approach in relation to growth of tax receipts in the budget of large industrial region, criteria of estimation of efficiency of realization of the budgetary programs. Practical meaningfulness of work is determined by introduction of its results in activity of local authorities.
