Chlapak O. Strategic guidelines of the development of meat cattle breeding in Ukraine

This research's object is a specialized beef cattle industry, whose development is examined in close contact with beef obtained from dairy and beef cattle breeding. The subject of the research is a set of theoretical principles and current practices of forming strategic directions of the specialized beef cattle industry development and mechanisms for their implementation. The aim is to reason the strategic directions of beef cattle development in Ukraine elaborate and support the provisions on economic, organizational and legal mechanisms for its development. Theoretical and methodological basis of the thesis is a system of economic laws, available scientific practices and research results published in foreign and domestic literature, special techniques that allowed assessing the causes and consequences of the crisis in the beef cattle of Ukraine systematically and justifying organizational and economic mechanisms for its revival. The methods of scientific generalization, analogy, abstraction, induction and deduction, systematic approach to scientific knowledge, methods of qualitative analysis and synthesis, the method of strategic planning, economic and statistical techniques (i.a. clustering, comparison, image) were applied. Practical significance of the obtained results is that the proposed and reasoned strategic directions of the specialized beef cattle industry development and mechanisms for their implementation can serve as a scientific basis for developing national revival livestock investment projects in Ukraine. Developed recommendations on the implementation of effective forms of supporting beef cattle can be used by the Ministry of Agrarian Policy and Food of Ukraine in developing appropriate industry support programs. This research's scientific novelty is as follows, based on the generalization of patterns and features of the present stage of development of beef cattle in the world and in Ukraine, a new solution of applied problem - reasoning of strategic directions of development of this field in Ukraine and the list of economic, organizational and legal mechanisms for their implementation is proposed. Implementation. The results of the research can be considered by central executive authorities while forming the government financial policy and improving the legislation in support of the specialized beef cattle industry.
