The thesis deals with the development and implementation of budget programs at the local level. The theoretical basis for the formation and implementation of budget programs has been grounded. The classification of local budget programs has been offered. The essence of budget programs has been investigated and their role in providing of social protection and economic development of the administrative unit has been studied. Domestic and foreign financial methods of development and implementation of budget programs have been analyzed. Supplementing of the existing indices of budget programs assessment at the local level with the indices of practicability and efficiency has been offered. The scientific and methodical approach to the structural and organizational composition of the budget programs has been substantiated.
