The thesis is devoted to theoretical and practical problems connected with the activity of the Verkhovna Rada of Ukraine on Human Rights as the subject of criminal proceedings in a criminal trial relations Ukraine. The questions related to the participation of the Commissioner as a member of criminal procedural relations in a different legal status. It is proved that the Commissioner is also a member of the criminal procedural relations with a government body which exercises parliamentary control over the observance of human rights.
