Thesis investigation devoted to reasoning of theoretical and organization and methodological principles of financial provision of regional market of productive purpose real estate mortgage, in order to design proposals, oriented on efficiency enhancement of this market functioning in Ukraine. The main features of financial provision of productive purpose real estate mortgage market development were determined, elements of system of mortgage instruments and development funding technologies of primal and secondary regional markets of productive purpose real estate mortgage. The investment character of mortgage market and its role in entrepreneurship development in region was proved and determined. Methodological approach of efficiency assessment of regional mortgage market of productive purpose real estate was proposed, which based on calculation of balanced scorecard system of state of primal and secondary segments of regional market of productive purpose real estate mortgage. The scientific and practical recommendations towards formation of secondary regional mortgage market of productive purpose real estate and assessment of its efficiency in refinancing of credits secured with the productive purpose real state are were designed.
