The object of study: the processes of establishing, securing and enhancing the financial capacity of the administrative-territorial units; purpose: theoretical foundation and the development of theoretical and methodological support and develop practical recommendations to determine the financial capacity of the administrative-territorial units; research methods and equipment: abstraction, generalization, systematic approach and formal logic, formalization, integral, questionnaires, statistical comparison, multivariate statistical analysis, forecasting using adaptive models and heuristic; theoretical and practical results: methodological support typology of administrative units in terms of financial capacity, which takes into consideration the impact of the complex involved financial resources and capabilities (actions) of local government for improving it by using its own reserves; methodical approach to provisions of the financial capacity of the administrative-territorial unit, based on an assessment of the financial stability of its subjects, credit and banking institutions and investment stability of the administrative-territorial unit, using the methods of multivariate statistical analysis; the definition of "financial capacity of the administrative-territorial unit", the hallmark of which is the aggregate consideration is involved financial resources, reserves of unused resources, opportunities (actions) of the economic actors to develop and actively implement measures to identify and stimulate the attraction of reserve funds; a list of the components determine the financial capacity of the administrative-territorial unit, describing the objective and subjective factors that contribute to it; complex system of indicators to measure the financial capacity of the administrative-territorial unit, which includes the use of integrated aggregate and individual indicators of socio-economic development, availability of financial resources and the financial stability of the administrative-territorial units, which are combined into an integral component of its evaluation; information and analytical support to identify opportunities for local governments to raise reserves the financial capacity of the administrative-territorial units, which takes into account the budget process in Ukraine; the degree of implementation: development adopted in the work of the Chief Financial management RSA, Chuguevskaya district administration and the Kharkiv region Valkovsky district administration Kharkiv region; Areas of use: the financial potential of the administrative-territorial units
