Prots N. Fiscal Policy and Tools of Its Implementation at the Local Level.

Object of study – the process of the generation and accomplishment of fiscal policy in Ukraine. Purpose of the research – theoretical grounds and priority rating of fiscal policy at the local level as well as the development of the science-based proposals for improving the instruments of its implementation in the modern world. Methods – technique of theoretical synthesis, the procedure of the system analysis, as well as the analysis, synthesis and abstraction techniques, the methods of groupings, generalization and ascent from the abstract to the concrete and from the concrete to the abstract. Results – theorizes were generalized, the practice of fiscal policy accomplishment at the local level was elucidated and recommendations for the improvement of its performance were elaborated. The novelty consists of the grounded necessity to adopt a comprehensive approach to the budget policy generation at the local level through a combination of the budgeting planning program and aims of a sustainable development of territories; improved classification of instruments of fiscal policy at the local level in terms of their functionality; structure of local budgets by isolating the Fund of the state budget policy accomplishing at the local level and the Fund of fiscal policy accomplishing by local authorities; the system of principles of fiscal policy at the local level singled out; received further development of the interpretation of the fiscal policy nature at the local level and the proposed evaluation of local budgets based on data grouped by the type of the fiscal policy. Findings have been introduced into the activities of the Volyn Regional State Administration, the Department of Finance of the Volyn Regional State Administration, and the Office of the State Treasury of Ukraine in Lutsk, Volyn region as well as in the teaching situation of Lesia Ukrainka Eastern European National University.
